Following the Aurelius tutorial, I find that having created the template variable 'blog_content' and substituted the original text all seems as expected except that in the admin section there is now no editing menu with options for italic, bold, etc.

Can this be set up somehow?

Hi, maybe you've choosen the wrong editable type. Use a richtext field

Quite right - in defining <cms:editable name='blog_content' type='richtext' /> in the template, I forgot to add the type='richtext'. Silly me!
